SCELC Annual Library Budget Survey: FY2021 Key Findings

80% of budgets were reduced or flat

4 out of 5 member library budgets were reduced or flat

  • About half experienced overall budget cuts, while less than a third cut their eResources budgets.
  • 1 in 10 still didn't have their Fiscal Year 2021 budgets 

Large libraries total budgets declined 3x more

Average cut: 7% to 15%

  • There was a trend suggesting lower eResources cuts
  • Libraries experiencing cuts experienced deep ones--on the order of 3x the average change

Large libraries materials budgets declined 1.5x more

Average change: -0.5% to -5%

  • The Materials change is ~7% lower than past averages
  • eResources (-0.5%) declined less than Materials (-4.5%)

Small libs: marginal eResources budget growth?

  • Larger libraries eResources' decline matched their Materials decline
