Which institutions are participating in this pilot? All 65 institutions have SCELC Wiley journals package subscriptions are included.
Will my library be charged an additional fee based on the number of open access articles my institution's corresponding authors publish under the agreement? No, the cost of open publishing of qualifying articles is covered by your subscription fee.
Will my institution's corresponding authors be required to use available grant funding to pay for open publication of qualifying articles? No, publication support from grant funding is not required as part of this pilot but may be requested in the future.
Is there a limit on how many Open Access articles my institution's authors can publish open access at no charge to them? There is no institution-level limit: open publication will be offered for all qualifying articles on a first-come, first-served basis until the consortia-wide limit is reached (642 articles for 2023). The agreement has been designed to cover 100% of the estimated number of qualifying articles.
Qualifying Articles
Which journals are available for Open Publication under the agreement? All 1400+ Wiley hybrid journals (download an XLSX list) are included in the agreement. Open publication in gold open access journals from Wiley (300+) and Hindawi (250+) is also included in the pilot (starting 2023).
Which article types qualify for Open Publication under the agreement? Original Research and Review articles will qualify. This pilot is testing Wiley's new article classification schema which has been designed to include the full range and diversity of original research across the disciplines. Original research has been defined to include 13 article types which were identified through a year of standardization work with editors across all 1400+ journals. Which specific articles qualify for Open Publication under the agreement? Original Research and Review articles that are accepted by a Wiley hybrid journal between Feb 1 and Dec 31 2022, or hybrid or gold OA journals suring 2023 and were originally submitted by a corresponding author who is a researcher, professor, adjunct faculty member, lecturer, graduate or undergraduate at a participating institution.
How many qualifying articles did my organization's corresponding authors publish in hybrid Wiley journals over the past few years? Here is a 5 year history by participating institution. For 2020, the number ranges from 0 to 227 per institution, with a total of 567 qualifying articles published.
Article Identification Workflow and Administration
How will corresponding authors from my institution learn that they’re eligible to publish open access at no charge to them? There are many ways that authors may learn of their eligibility.
By indicating their institutional affiliation as part of the article submission process (the system includes multiple checkpoints to encourage authors to match their institution to a standardized list)
By using an email address associated with their institution’s organizational domain
By checking to see that their institution is listed on Wiley’s Institutional Eligibility Page
Via optional participating library efforts to promote the agreement during the pilot. Wiley, SCELC, and other participants will collaborate on methods and materials you can use to promote the pilot within your organization should you choose to do so.
Via an email campaign from Wiley which will only go to participating institution’s authors that have previously opted-in to be notified about open access opportunities.
Do my institution's authors have a choice as to whether to publish their qualifying article open access? Yes, authors may choose to opt-out of publishing their qualifying article open access, even though there would be no charge to them. Authors may order open access retroactively, but once their paper is published in Early View or an Online issue, they are no longer eligible to publish open access at no charge.
Which open access license options are available? Typically, authors may choose among three common Creative Commons licenses: CC-BY, CC-BY-NC and CC-BY-NC-ND. Please see Wiley's Open Access Article Licensing page for more detail.
Does my institution need to approve the articles that our institution's authors publish openly under the agreement? No. This pilot affords SCELC the opportunity to test automatic open publication approval of accepted articles. This approach will allow us to keep the administrative overhead as low as possible for participating libraries and consortial staff. SCELC HQ will centrally monitor agreement-wide OA publishing on a weekly to monthly basis to confirm that the number and type of articles being openly published is consistent with our expectations. Alteration of this approach is possible at any time during the year if necessary, and we are planning to analyze the impact of automatic open publication approval as part of the pilot effort.
What happens if SCELC exceeds the OA article allotment? If 642 corresponding authors at SCELC institutions accept Open Publication of their article between Jan and Dec 2023, authors of qualifying accepted articles will no longer be offered 'at-no-charge' open publication for the rest of the year. On the plus side, if the allotment is exceeded, participating institution's authors will have collectively published 18 times more OA articles in Wiley subscription journals vs 2020 (when they collectively published just 36)!
How can my institution/library see how many of our author’s papers have been Openly Published under this agreement? SCELC HQ will provide quarterly reporting starting in April 2022, and on-demand requests may be sent at any time. Please email oa@scelc.org with any questions.
