Authors submitting to a fully open access Elsevier journal should be prepared to pay the APC at acceptance in the unlikely event that the number of fully OA journal articles published exceeds the SCELC agreement limit in any given calendar year.

As a corresponding author of an article that is accepted for publication in any of ~2480 Elsevier journals, your institution’s subscription fee covers the open access article publication charge (APC, average value $3400). This benefit comes at no additional cost to your institution or library, so we encourage you to use it!

  • Open Publishing in: 

  • Shared benefits with ~40 other institutions through the agreement via the SCELC Consortium

  • What’s not: Open publishing in Lancet and Cell Press titles are not covered.

Limits on Fully OA Journals that May Impact Authors

While the number of OA articles that can be published in hybrid journals is unlimited, there is limited funding for publishing in fully OA journals.  The limit aligns with past publishing patterns across SCELC institutions and will not be exceeded unless there is an unexpected increase in fully open access journal publishing.

  • Determine whether the journal you’re submitting to is hybrid OA or fully OA 
  • Indicate your affiliation with your institution when you submit your manuscript
  • Use your institutional email address on your submission profile
  • Include your ORCID researcher iD if you have one
